This will only disable it for the current user, but it will grey out the Settings option so they can’t turn it back on. So, if you feel more comfortable working in the Windows Registry than in Local Group Policy Editor (or if you don’t have Windows 10 Pro or Enterprise), you can make a quick Registry edit to disable Windows 10’s Action Center.
